A "simulation" style game by Maxis. Not unlike Sim City 2000 in a lot of ways, it just had more of that Eastern vibe. The box art says it all (Best seller in Japan).
The game is an interesting spin on a simulator with the train system being one of the focal points. The trains do not "need" to be a focus, but are necessary to a degree. The goal of the game is to simply not run out of money. There are no other real objectives, your free to play along in a "sandbox" style as long as you want (again provided you do not run out of money). Pro Tip: Watch out for tax time at the start of the fiscal year! You need to be careful of going bankrupt.
You have to get a little creative, set goals, play around with stuff, and in general learn how to get your income on a healthy path for growth up front. Then it's about doing whatever you feel like. Look around at the different built in scenarios to get some ideas about how they are doing some things (building underground, elevated above ground) and so on.
It's a fun little game, often overlooked because of it's tone or the fact that it's quite easy to get aggravated if you don't understand a few core mechanics.
You can set up a intricate system of train and bus systems, develop large commercial businesses and properties, or even try your hand at the games built in stock market!
